I took advantage of visit to Pexing last week of Governor of Macao to explain what had happened over Hongkong customs agreement and added that in my
opinion the best course now was to give the Chinese time to discover their mistake of which the Ministry
of Finance was well aware.
The Governor told me he had also been approached
regarding similar agreement: he would wait to see what
finally eventuated at Hongkong.
Addressed to Foreign Office No. 753; repeated to
Hongkong and Canton.
